The Horizon Casino Resort is the oldest of Stateline's Casinos and the reviews bear that out. However, being aware of this you can find some good values here. The pool area is large, open, and great for families, but the pool is not heated. If you're in town to gamble, but don't care to much about frills, this could be the place for you.
A pass to Lakeside Beach is typically included with your room though you'll want to drive there if you've got beach stuff for a family.
